Abstract
The terrorist attacks on the United States in 2001 revealed the need for information sharing between different local, state, and federal agencies. This resulted in the formation of Department of Homeland Security to coordinate the counterterrorism efforts. The Department created fusion centers that served as facilities of gathering and analyzing information from relevant agencies. The fusion centers have faced constant criticism from researchers regarding their effectiveness and spending but have been successful in stopping several terrorist plans.
