Introduction
A seldom noted observation device geared to monitor the movements of every passing motorist is rapidly spreading on America’s thoroughfares. “Automatic license plate readers” that are placed on police cruisers or on stationary locations such as bridges-utilize small high speed cameras to take pictures of thousands of license plates every minute.
