Since the republics in the Soviet Union proclaimed independence in 1991, there have been significant changes concerning the ethno cultural, and demographic situation. The dissolution of the Soviet Union was the major reason behind the creation of the Russian Diaspora. More than twenty-five million Russian citizens found themselves in the midst of newly and freshly created states, which were often redesigned as their new political dwellings (Beissinger, 2008).
