Being a New York City police commissioner and assistant secretary to the navy in 1890s, Theodore used his powers to mastermind the war between America and Spain over the insurrection in Cuba. He was so occupied with the fight until he resigned his position and raised a volunteer cavalry regiment, the Rough Riders.
