Background
This case examines the political reasons and bargaining that goes into a decision to build a prison. There are many factors that go into play before the decision is made and many are political because of the money and employment capabilities that prisons bring to the community.
Key Issues
One of the issues is the logistics of the facility. The original plans called for the building on a federally protected watershed. The need though was multifold for the economic boast that a prison would bring to this rural area. So attempts to redistrict this area would be possible.
The numbers of women in prison were growing and in the state the other prisons were overcrowded.
