In his February 2012 article, Chuck Murphy lamented that Colorado Benefits Management System (CBMS) had spent over US$300 million since it was first commissioned in Sept. 1, 2004. He gave a chronological flow of events, stating that the problem had been handed down from one governor to the next and from one to another. However, the problem with the CBMS persisted and the official were asking for additional US$18 million from the state government and US$12 million from the Federal government in order to fix the problem (Murphy 2012).
